' It is reported in Copenhagen that owing to the necessity of re stricting food consumption, the German Government intends to order five million persons possessing independent means, but ineligible for military • service, to depart to neutral countries till the end of the war. It is proposed that three million should go to Scandinavia, and a million each to Holland and Switzerland.
