CHARGE OF PERMITTING DRUNKENNESS. iBT TELEGRArH.— PRESS A SSOCIAHOK- J Wellington*, Friday. -- Judgment was delivered to-dav by Mr. Justice Chapman in the appeal of tbs police against the magistrate's decision in dismissing a charge of permitting drunkenness against Christopher Jansen, licenses of the Wellington Hotel. Jansen was away at the time, and it was held by tba magistrate that he was not responsible for the wrongful acts of the barman. In giving judgment, His Honor took the opposite view, and held that a publican's authority was delegated to his barman. He upheld the appeal and remitted tho case to the magistrate.
