EAST PRUSSIAN RETREAT.

GERMANS FORESTALLED. REGION LAID WASTE. THE NEW BATTLEGROUND. (Received February 19. 1.30 a m.) Peteograd, February 18. Eight to ten German army corps are in East Prussia. The Russians anticipated the manoeuvre, and, though outnumbered tenfold, succeeded in retiring in time. Their light horse carried on a running fight with the enemy after laying waste the entire region. Both armies are disposing themselves on a flat track of forest country. The marshes are under deep snow, which is beginning to thaw.
