London, January 28. Advices from Mexico City state that the Provisional President. Garza. has evacuated the capital. General Carranza's supporters are threatening to enter the city with a large army. Hundreds of the inhabitants are starving. All the railroads are idle owing to lack of fuel. General anarchy prevails.
