GERMANY ON DEFENCE.
CHANGE OF TACTICS. , KAISER'S ADMISSION. (Received November 14, 1.30 *.m.) Petrograd, November 13. A Kaiser's order to his troops, which has been found on wounded German soldiers in East Prussia, reads as follows:—" Thanks to the valour of my heroes, France has been severely punished, and Belgium has been added to our glorious provinces. Germany's.'punitive expedition to Russia has been a brilliant success, but although we obtained a due requital of our affronted patriotism, Germany must now turn to the new task of protecting our hearths, (which moribund France and barbarous Russia are preparing to attack. Henceforward the military operations must take a new form. It will be necessary to concentrate our energies upon a repulse of our enemies, otherwise Germany will be transformed into an enslaved and degraded province of Russia tod France. Remember, not one step backward to our country!"
