BOARD OF STUDIES.. NEW, SCHOLARSHIPS. ASSISTANCE TO COLLEGES. [BY TELEGRAPH—SPECIAL CORRESPONDENT] Wellington-, Thursday. The New Zealand University Amendment Bill, which has been introduced by the Minister for Education, was circulated tonight. The Bill makes provision for the setting up of a "Board of Studies," consisting of five members from each of the professorial boards of the University of Otago, Canterbury College, Auckland University College, and Victoria University College. Members are to be appointed for three j-cars. The board is to havo power to make recommendations on tho request of the senate, or otherwise, to the senate as to the appointment of examiners, and as to degrees, diplomas, scholarships, prizes, courses of study, and examinations. The senate may delegate to the board, either generally or for any specified time, subject to or without restriction, such powers of drawing up courses of study, of conducting examinations, and of appointing examiners a's it thinks fit, and such powers, when exercised by the board, shall be valid as if they had been exercised by the senate. Scholarships and Bursaries.

"For tho purpose of Twinging higher education within the reach of deserving persons," the Bill establishes scholarships to be called university national scholarships. These are not to exceed twenty in number, and arc to be awarded annually on the result of the junior scholarship, examination of the university, or in such other manner as the senate, 'with the approval of the Minister for Education, may determine.- Generally the conditions of candidature and tenure of the scholarships are to be tho same as for junior scholarships. The holder of a scholarship is to receive £20 a year, with tuition fees ! added, and, in the event of his having to reside away from home to attend college, £50 a year, with tuition fees added. . It is proposed to establish bursaries open to.flll persons who are qualified to be candidates for university national scholarslips, and who aro either entitled to a pass with credit in the junior scholarship examination, or are holders of higher leaving certificate* under the provisions of the Education Act, 1914. Tho senate may, with the approval of tho .Minister, make regulations in regard to the award, and tenure of university bursaries. Tho holder of a bursary shall be entitled to receive tuition foes not exceeding £20 per year and examination fees in his course oi study.

Provision is made for the establishment of national research scholarships, to be awarded to graduates to.enable them to carry on research work in physical, natural, or applied science, especially in connection with the industries of New Zealand. Moneys for these scholarships must be appropriated by Parliament foi the purpose.

! Grants to Colleges. It' is proposed that the Minister Tot Finance shall pay out of the Consolidated Fund to the four affiliated colleges the following sums: (a) To the Auckland University "College the sum of £5000 in addition to the sum of £4000 as provided in the Auckland University College Act; (b) to the Victoria University College the sum of £5000 in addition to the sum ol £4000 as provided in the Victoria College Act; (c) to Canterbury College £2000; (d) to tho University of Otago £5000. There is also provision for tho payment to tho New Zealand University r.nd to the four college? one-seventh of tho moneys in the National Endowment Account available f-r the purposes of education. Subject t< rtain conditions, gifts and bequests, whether ol land, cash, apparatus, or material, are to carry Government subsidies. The amounts which it is proposed shall be paid to tho four colleges by the Minister each year in addition to the present statutory grants are in substitution of the amounts hitherto annually voted by Parliament. The intention is to give the colleges an assured finance from the State, j in addition to any sums that may be bequeathed or given, which sums will carry varying subsidies according to the nature of the gifts.

The Auckland college's grants voted by Parliament this year .and last year amounted to £4700 in each case. The Bill, which will come into force on April 1 next, provides for an annual grant of £5000 in future for the Auckland College.
