BELGIAN MISSION'S PROTEST
PRESIDENT WILSON'S REPLY.
(Reoeived September 18, 12.10 a.m.) Washington, September 17.
The President, Mr. Woodrow Wilson, received the Belgian mission. He promised carefully to consider their protest. He added: "I pray to God that very soon the war will be over. The day of accounting will then come, when the nations of Europe will assemble to determine the settlement. Where wrongs have been committed their consequences, and the relative responsibility of those involved, will be assessed.
" Fortunately, the nations of the world have, by agreement, made a plan for such a reckoning and assessment. What such a plan cannot compass, the opinion of mankind, the final arbiter in such matters, will supply."
