Herr von Bethmann-Hollweg, the German Imperial Chancellor, has issued a bitter tirade against England. We knew France's plan to attack the Rhineland through Belgium. Would England have interfered to protect Belgium against Franco 1 !" The Chancellor does not refer to Germany's refusal to guarantee Belgium's colonies.
