The motive Tor repealing the capitulations was to justify the inordinate war preparations in the eyes of the public. It is expected that the Porte will now partially demobilise.
A message from Petrogrnd states that Mahonimeilans in Egypt, the Caucasus, and Tunis have informed the Committee of Union and Progress at Stambotil that Turkey must not rely on them if she makes war on the Triple Entente.
BELIEF FOR REFUGEES. AUSTRALIA OFFERS HELP. Received September 16. J a.m.! Sydnkv. September 15. It is announced that the Government is willing to accede to the request of the Imperial authorities to line! relief for 2000 women refugees from Belgium and the north of France. The refugees are mostly widows of soldiers who have fallen during the war. The Government proposes that its employees shall contribute 10 per cent, of salaries over £200 per annum to provide employment for men displaced by the war.
