The diplomatic correspondence between the United States and Japan over the California Anti-alien Law lias been published simultaneously in Washington and Tokio by agreement between the Governments. It has disclosed that a new treaty was discussed as a means of giving effect to Japan's protest against what the correspondence characterised as an essentially unfair and insidiously discriminatory sentiment inconsistent with good neighbourhood. It was inconsistent with tho treaty in force to allow an abridgment of vested rights, while the provision of the Californian aw was mortifying to the Government and people of Japan. As late as June 10 the Japanese Ambassador left with Mr. W. J. Bryan instructions from Tokio for a projected treaty-
