PEACE NEGOTIATIONS.

MEXICAN REBELS' CLAIM. FIRST HITOH ARISES. PROVISIONAL PRESIDENT. DECLARATION BY CARRANZA. By TelefTßpb—Press Association— (Keceived June 3, 6 cm.) Washington, Juno 2. The first hitch in the peace negotiations has arisen owing to the request by the Constitutionalists to be included in the conference. They point out that they expect to reach Mexico City within a week. The Huertan regime, the rebels maintain, is nearing its close., and, therefore, it is absurd for the conference to settle the question without taking cognisance of them and their conquests. General Carranza has declared himself provisional president. The Mexican delegates have announced that General Huerta is ready to withdraw from the Presidency on condition that at the time of his withdrawal, Mexico is politically pacified, and the succeeding Government is based on the consent of the governed and the support of the public. The mediators have decided to ask Carranza if he is agreeable to m armistice in order to secure that the pacification of Mexico will not be delayed. The Constitutionalists, on learning of Huerta' decision to resign, authorised the statement that anything coming from Huerta will not be considered.
