AMERICAN LEGISLATION.

By Telegraph—Press Association— (Received March 19, 6 p.m.) Washington, March 18. A debate on women's suffrage took place to-day in the Senate. •Senator Borah, of Idaho, took the part of the women, and asserted that the women were unable to carry the required 36 States needful for a constitutional amendment until the negro franchise had been abolished. The north was now conniving at a violation of the negro voting amendment, and a similar thing was likely to happen when the women received votes.
