SPEECH GIVES OFFENCE
By Telegraph—Press Association—Copyright. (Received March 16. 12.46 a.m.) Washington, March 14. Replying to the explanation by Mr. W. Page (United States Ambassador to Britain) that he was joking when he referred to the British use of the Panama Canal and the Monroe Doctrine, Senator Chamberlain declared on Thursday that Ambassadors ought not to joke about matters which, as President Wilson had stated in a recent Congressional message, might provoke war. Senator Chamberlain said that some means ought to be found to seal an ambassador's lips, otherwise he ought to be recalled. A second time within a year Mr. Page had been guilty of impropriety in placing the American people before the British .public in a false light. *
