PROGRESS OF THE BILL. MAJORITIES FORECASTED. CORDIAL BRITISH COMMENT By Telegraph.—Press Association.—Copyright (Received March 8, 5.5 p.m.) Washington, March 7. The Bill introduced by Mr. Sims repealing the Panama Tolls Act has been reported upon favourably in the House of Representatives by the Commerce Committee, the voting being 17 to 4. The measure is likely to be before the House next Thursday. The more moderate section of the American press supports President Wilson's attitude. Popular estimates show the likelihood of majorities of 100 in the House of Representatives, and of 50 in the Senate in favour of the immediate repeal of the Act. THE PRESIDENT'S MESSAGE. LONDON PRESS PRAISE. "SAME CLASS AS LINCOLN." (Received March 8, 5.5 p.m.) London, March 7. Mr. Woodrow Wilson's -noble appeal to Congress will live in history, says the Morning Post. , The Dailj Chronicle says Mr. Wilson has put himself in the same class as Hamilton and Lincoln. Taeir difficulties were greater, but they fought more popular battles. Neither ever said or did anything requiring a greater exercise of moral courage than Mr. Wilson's message. The Daily Telegraph's New York correspondent says that Mr..Roosevelt, in all his long-winded messages to Congress, some of which ran to 2000 words, never achieved such a triumph as Mr. Wilson's 490 words. Apart from Hearst's press the American newspapers acclaim Mr. Wilson's honesty, courage, and statesmanship.
