Capetown, March 4. In September, the Governor-General of South Africa appointed a commission, with Professor S. Chapman, of Manchester, to inquire into the wages, working hours, cost of living, and cost of production on the Rand, and to make a comparison with other countries.

The commission, which has now concluded the hearing of evidence, recommends the appointment of a commissioner to administer industrial legislation, and also conciliation boards, the voluntary registration of trades unions, and the regulation of shop hours under the Factories Act.
