London, February 16. Thl: Labour Party, declared Mr. Ramsay Macdonald, in a speech at kelson yesterday, intended during the present session of Parliament to introduce amendments oftener than any other party, and to make demands in connection with these. If the eminent met them, the Labour Party proposed to withdraw their amendments, and if 'he Tories opposed their withdrawal, the Labour members would vote against their own amendments. He. added that, unless they were granted their concessions, the amendments would be carried to the division lobbies. He appealed for a still stronger Labour Party, contending that with 100 rnemhers the party ought to be able to rule the Commons and turn out Governments and enter office it-
