"A MENACE TO MEXICO.'' APPEAL BY MERCHANTS. Br Telegraph— Association Copyright New York, January 25. An official decree barring Chinese as .a. general menace to Mexico is reported to have been issued by General Carranza (leader of the Mexican constitutionalists). The Sonora State Government has prohibited the Chinese living there from changing their residences, or entering the State.
