CONSTANTINOPLE AFFAIR.

Constantinople, January 26. Basri Bex, formerly an, influential member of the Union of Progress Party, and later a member of the Opposition, was arrested a day ago. In his possession, it is alleged, were compromising letters relating to Shefket Pasha's assassination. He escaped the military and police escort and took refuge in the Dutch Legation. The police attempted to drag him out, and the guards surrendered him under misapprehension of the Consul's order.
The Legation has now protested against the violation of extra territoriality and diplomatic privileges.
