London, Decemuer 4. Almost all the land in Mexico, according to a special correspondent of the Times, is held by the rich, who manage to escape taxation. Numberless peons have been fraudulently deprived of their holdings, while the Indians, totally ignorant of the land regulations, have lost their property, and are becoming slaves.
No Presidents are ever legally elected, and the illegalities are tolerated because there is no public opinion in Mexico. The country is comparable to Russia in the 18th century, and it will take generations to raise it.
The present war, adds the correspondent, was mainly provoked by Senor Madero"s assassination. No principles are at stake, and it is one of the most pitiable wars in history.
