FRENCH POLITICAL CRISIS.
NEXT PRIME MINISTER.
M. DUPUY'S CHANCES.
Times-Sydney Sun Special Cable. (Received December 5, 7.5 p.m.) Paris, December 5. In connection with the political situation, it is suggested that M. Delcasse, against whose appointment as Foreign Minister at the time of the Moroccan crisis Germany successfully protested, should be recalled from St. Petersburg and entrusted with the task of concluding the £52,000,000 loan and preparing for an election, or alternatively that M. Poincare (President) should obtain the Senate's consent for an immediate dissolution.
M. Dupuy is considered the likeliest candidate for the Premiership.
RENTES STEADILY DECLINE.

I Popular opinion expects M. Dupuy to form a Cabinet, including M, Riboti and M, Pichon. M. fiibofc, who is in poor health, is at present sounding his friends, including M. Clemenceau and M. Briand. Many deputies desire M. Poincare to exercise his right of dissolution. M. Caillaux will oppose a Dupuy Ministry. Since the crisis commenced Rentes have steadily declined considerably.
ECHO OF DREYFUS CASE. M. C. A. Dupuy was first elecieu to the Chamber in lfaßs as an Opportunist Republican. After acting as " reporter" of the budget for puolic instruction, he became Minister for the Department, in M. Ribot's Cabinet, in 1892. In April, 1893, he formed a Cabinet himself, taking as his office that of Minister of the Interior. He resigned, however, at the end of November, and on, December 5 became President of th» Chamber. During his first week of office, a bomb was hurled at him by an anarchist, and M. Duply's collected bearing, arid his historic words: " Messieurs, la seance continue," gained him much credit. In 1894, he again became ! Premier, and he was by President Carnot's side when the latter was stabbed to death at Lyons in that year. During this year, too, Captain Dreyfus was arrested and condemned. The progress of 4his affair then cast its shadow on M. Dupu->, but in 1898 he aeain retimed to .ffice. When the Court decided, in 1890, that there must be a new court-martial of Drevfus, M. Dupuy at once resinned offW. He has been practically outside politics since.
