HARBOUR AT PICTON.

SUITABLE FOR NAVAL BASE.

[BY TELEGRAPH. —PRESS ASSOCIATION.] Blenheim, Tuesday. When the battleship New Zealand was at Picton, on the occasion of 'the return official call paid by Captain Halsey, several speakers shaped their speeches in the direction of drawing an expression of opinion from Captain Halsey regarding the advantages of Picton Harbour for a naval base. Captain Halsey replied, expressing his own views, which, he said, did not represent those of the Admiralty. From a naval officer's standpoint, it was really the finest | harbour in New Zealand. Queen Charlotte Sound had peculiar advantages, being a landlocked place, in which any time of the year a ship could lie with safety. He was entirely in favour of Picton as a naval base. It was a most suitable place from a strategic point of view for a naval harbour. The entrance was so easily defended. He concluded by saying that in years to come he hoped to see the harbour at Picton used as a naval base; 'Captain Halsey reiterated the statements when acknowledging a presentation by the Cook Memorial Committee.
