He remarked that the power of exclusion followed Canadian lines asbeing less objectionable than the Australian method. ; , • Mr. Chaplain described Clause 3 as calculated to facilitate t*.e autocratic stopping of immigration.,; The Bill, he said, also interfered with existing rights. \ -
