Sir,—ln his last letter your correspondent, "Merchant," remarks that it was Mr. Powell's duty as assistant eryjfneer to th« board "to consult with his chief, and point *" out all the defects of which he was aware* :■' In reply to "Merchant," this is exactly ' - what I did, as will be seen by reference to the following extract from the letter of'December 6 to the chairman of the board:—' ". . ... There aro very grave dangers in these existing woks. . . . We have from time to time drawn the attention of the engineer to these points. . . ."
