INSTITUTE IN ROME. By Telegraph.— A ssociation.— Rome, February 23. Senor Luzzatti (ex-Premier of Italy) has accepted the directorship of a new institute in Rome to train Chinese in agriculture, political economy, and subjects relating to statecraft. '
