I The Argus, in commenting on the Admiralty memorandum, :— Those with the wit to read between the lines will fully understand the terrible pressure which will be felt when the Powers comprising the Alliance complete their programmes, and that the strain must ere long reach the breaking-point, if these programmes are enlarged and the United Kingdom has still to bear its disproportionate share of the common Imperial burden. The situation must bo frankly faced, and one might be sure that just before the breaking-point war would be inevitable. If the Empire wins in the race for armaments peace will be ensured, but failure would entail the dire burden of war—and war at a disadvantage."
