A conference of representative Labour organisations, including the Parliamentary Committee of the Trades Union Congress and the Labour party's executive, dissatisfaction at the non-reversal of the Osborrte judgment (prohibiting trades unions from using their funds to pay members of Parliament), and decided not to accept the Bill in its present form.

It was decided to convene a conference representing the entire Labour movement, to decide on' the final attitude of the Labour party on ' the third reading.
