A SCATHING CRITICISM.

London, November 19. Dr. G. R. Parkin, organising representative of the Rhodes Scholarship Trust, speaking at a meeting of the National Association of State Universities at Oxford, severely criticised the American Rhodes scholars. He said it was a mystery how some of them got to Oxford. Merit alone was apparently not the deciding factor in the making of the appointments.
