Council make a By-law under the "Kukri D Dal Corporations Act. 1908, ~ *»« .tudui a Health Act. 1908." together with the respec - five amendments thereof, and all o&ci ». enactments it thereto enabling the objec 0 and purport of which Bylaw is as fol * lows:— 'i Part 1 repeals all By-laws ..previouelj 1 PTkttne in relation to the Mount Albert " Read District (now the Borough of Mounl " Albert) except' the Heavy Traffic By-law ' dated September Ist, 1902. and the Water : works By-law No. 3, dated April 3rd, 1905 ! defines" various terms used., provides for Mm J issuing of orders or notices, and state* 1 penalties for breaches of the By-law. Part 2 regulates the erection of buildings , and the repairs or alterations thereto, pro. 1 -rides a-scale ofWmit fees for such work, defines the conditions upon which old material may be used, prescribes minimum sizes of timbers and .the clays ■ thereof; gives conditions regarding the erection ol stable and; provides for such alteration .as tho Council may require in any existing stable which does not comply with this By-law. Part 3 concerns streets and the use thereof also the construction of anything upon, over, or under a street: regulates the speed of motor cars, motor cycles, and bioycles, and tho carrying of lights thereon; prohibits the riding or driving of any animal or vehicle within a specified distance of the edge or kerb of the footway, and generally regulates the use of the streets by the public. Part 4 provides for the efficient sanitation of the borough and defines the means for dealing with nuisances in connection therewith. ...... Part 5 provides generally for the good rule and government of the Borough, also prohibits the erection of barbed Wire fencing on frontages to streets or right-of-way, and requires that proper protection bo provided in the'case of holes, wells, or excavations adjacent to streets. Part 6 regulates the licensing of public buildings, deals with the overcrowding ol such, and provides for proper and sufficient exits to such buildings. Part 7 provides for the licensing of billiard rooms, bagatelle rooms, bowling or skittle alleys, and shooting galleries, regulates the hours during which same may remain open and limits the ago of persons who may enter or remain therein. The said Resolution will be submitted for confirmation to a Special Meeting of the said Council to be held at the Council Chamber, New North Road, Morningside, on TUESDAY, the 12th day of November. 1912. at 7.30 pm.. at which meeting the day of coming- into force of the By-law will be fixed. A copy of the proposed Special Order and By-law is deposited at the Office •of the Council. New North Road, Morningside, where the same will lie open for public inspection during office hours until the said confirming meeting is held. Dated this 15th day of October, 1912. H. Notice is hereby given that at a Special Meeting of the Mount Albert Borough Council held on Monday, the 14th day of October, 1912. it was resolved by way or SPECIAL ORDER that the names-of certain Streets within the Borough be changed, as follows:— EDENDALE ROAD cast of Kingsland Road to become BALMORAL ROAD. EDENDALE ROAD west of Kingsland Kingsland Road to become ST. LUKE'S ROAD (thus making the latter road continuous between New North Road and . the present Kingsland Road). That KINGSLAND ROAD become NEW EDENDALE ROAD. That AVONDALE ROAD become ASQUITH AVENUE. That JOHN-STREET become CROM-WELL-STREET. That the Road known as QUARRY ROAD be renamed BOLLARD AVENUE. And. with regard only to such portion of COUNSEL TERRACE as lies to the west of Gladstone Road, such street be renamed WEST-STREET. All other Local Bodies concerned in certain of the above changes having approved of.same.
