The Times says that the new German navy law and the changes in the Ministries of some of the Overseas Dominions has aroused a desire for a conference at which the new situation may be discussed.

Mr. Borden (Prime Minister of Canada) believes in a single Imperial fleet, but the paper says that the problem remains of how separate Cabinets are to maintain a single fleet. : .

The best step, it is suggested, would be the appointment' of a Minister from each Dominion to the Imperial Committee of Defence.

The Dominion Governments would then have a safeguard against the intrusion of British party exigencies into questions of Imperial concern.

The suggestion that Mr. Winston Churchill (First Lord of the Admiralty) should visit New Zealand is welcomed by the Times, but the proposal, it says, may prove im-' practicable.
