LORD C. BERfiSFORD'S VIEW.
By Telejrraph.—Press Association.— London, May 24. Lord Charles Beresfoed, speaking at Cardiff, said that during Mr. Keginald McKenna's infamous administration the Admiralty had been ruled by espionage, intimidation, and favouritism. Some of the best officers had been beached, &ttd others utterly incapable had been promoted. He was confident that the result of the conference between the Prime Minister, Mr. Churchill, and Lord Kitchener would be an increase in the garrisons of Malta, Gibraltar, and Egypt.
