By a vote of 147 to 126 the House of Representatives has reaffirmed the decision that no tolls be charged on American vessels engaged on the coastwise trade and passing through the Panama Canal. The question was bitterly fought, and the result was received with an outburst of cheering. (Received May 155. 1.15 a.m.) Washington, May 24. In giving evidence before the Senate Committee on Inter-Ocean Canals, shipowners declared free passage of American ships through, the Panama Canal will be necessary to build up the mercantile marine which is now in a parlous plight.
