THE CLAIMS OF SCOTLAND. ENDORSED BY THE COMMONS. By Telegraph.—Tress Association,—Copyright. (Received February 29. 11 p.m.) London, February 29. In the House of Commons, Dr. W. A. Chappie, M.P. for Stirlingshire since January. 1910 (formerly a Wellington physician, and for a short time M.P. for Tuapcka), moved a resolution in favour of Home Rule for Scotland. The Secretary for Scotland (Mr. McKinnon Wood) in supporting the motion, said that too much work was cast on the House of Commons. .The Federal system was a logical necessity, but ho was unable to pledge the Government regarding time. Mr. Bonar Law (Unionist Leader) declared that there was no evidence of a real desire in Scotland for this reform. The grievance was a purely hot-house growth.
