MEXICO AND THE STATES.
BAD FEELING STIRRED UP. By Telegraph --Press Association.—Copyright. El Paso (Texas), February 25. Reports from United States and Mexican Secret Servicemen and also from the Texan rangers state that a manifesto has been issued blaming the President of the United States for causing all the trouble in Mexico and Latin America. A manifesto has been circulated throughout Northern Mexico with the object of stirring up feeling against the American Government.
