The Asahi Shimbun states that at a secret session of the Budget Commission the Minister for Marine declared that the irreducible minimum for the naval construction programme .. was ~ eight super-Dread-noughts, and eight ; Dreadnought cruisers, which would be begun in 1913 and completed in 1920. The cost is estimated at 35,000,000 sterling.
