A cabled appeal has been received asking that America should recognise the Chinese republic. The Department of State is unlikely to move in any direction until ' it has ascertained the views of the European Powers. NO PAY FOR THE SOLDIERS. . The Court not having produced any gold recently from the Palace hoards, Yuan-shi-kai and the Mahchus are unwilling to provide further pay for the soldiery who are in arrears. Yuan-shi-kai, seeking, for some moans to pay the Imperial troops,'succeeded in inducing -\ the Dowager-Empress to pro- ; duce three million taels from the. Palace hoards. This, he did, by threatening;, to resign. ;; The v money obtained then ■was 5 considered -to be sufficient for six weeks," but the troops are believed to be far in . arrears in ' their pay, notwithstanding the temporary relief thus given to them.
