ARMY CONTRACTORS' RUSE. By Telegraph.— Association.Copyright. (Received January 19. 11.15 p.m.) Rome, January 19. War frauds have been discovered at Naples. '< Several contractors forced cattle to eat salt, and consequently the beasts consumed enormous quantities of water just before they were placed on the weighing machines. The Army Buying Department was thus defrauded of several hundreds and thousands of francs.
