In the Chamber of Deputies, in the course of the debate on the Moroccan question, the Premier, M. Caillaux, declared that France's possession of Algeria and Tunis made the occupation of Morocco necessary;. ~ ■ Germany's demand for compensation was natural. The cession of territory Was a painful subject, and he did not wish to depreciate the value of the. ceded territories, but he would point out on the other hand that France had secured. more satisfactory conditions in Morocco than England possessed in Egypt. M. Caillaux added that the negotiations with Spain with regard to Morocco were delicate, but presented no insurmountable difficulties.
