WITS BOAST TO THE POWERS. (Received December 19. 10.10 p.m.) . Pekin, December 19. Wu-ting-fang (ex-Ambassador to Washington, and now a rebel leader) has telegraphed to Pekin urging the diplomats to proceed to Tientsin, thus freeing the ground for the 'final drama. Cheng-tu has revolted.
