Iu the House of Commons the Secretary for Foreign Affairs, Sir Edward Grey, dealing with the Persian situation, said that the effect of Russia's action may be very serious. • No .reflections were cast on Mr. Shuster's energy or on his intentions, but his persistence in appointing British officials in North Persia made things impossible.
