In his speech in the Reichstag yesterday, Dr. Von Bethmann-Hollweg (Imperial Chancellor) stated that the reason for the despatch of the Panther to Agadir was communicated to the Powers before the cruiser arrived at the Moroccan port. The statement that the Panther intended to effect territorial acquisition was, he said, false, and merely demonstrated Germany's right to protect Germans in Morocco. The fact that a peaceful understanding had been reached was of greater value than all the disarmament discussions. On the basis of this agreement it would be possible to clear the slate with regard to the relations with England. The Chancellor added that the resignation of Herr Von Lindequist from the post of Director of Colonies was due to the fact that he wanted the compensation to take the form of smaller and more developed territories, which would'be cheaper and easier to govern. FRANCE A9.D SPAIN. BRITAIN TO BE CONSULTED. Paris, November 11. M. de Selves, French Foreign Minister, has declared that it will be necessary for France to negotiate with Britain before opening negotiations with Spain regarding Morocco. It is hinted that it is desired to prevent Spain occupying South-east-ern Morocco.
