Representations were made to the Admiralty in May by the Picton Borough Council, and the reply which has now been received by the Council states that "careful consideration has been given to the representations contained in the memo, of the Picton Borough Council, and while it is recognised that Picton Harbour has great natural advantages, it is considered that the absence of docks and facilities for repairing ships, and the lack of railway communication with the main system of the South Island, render it unsuitable for adoption as a naval base."
