LORDS AND THE VETO

The' Observer, declares that the Ministry is not anxious to create the new peers now, but intends later on to ' create Radical peers pledged to support Home Rule. Meanwhile, the paper says, the action of , Lord Lansdowne and Mr. Balfour in counselling surrender, smashes up the > Unionist party. In order to avoid the creation of the threatened batcK'of new lords, a sufficient number of Unionist peers has volunteered to support the Government in passing the Veto Bill in i its original form it the "stalwarts"force a division.
