FLUSHING FORTS.

London, January 16. Replying to various interrogations, M. Pichon (French Foreign Minister) said that if the Flushing (Holland) fortification scheme became a menace, it would be a ground for communicating with the interested Powers. Negotiations were proceeding with the different Powers, and it was hoped that the conditions of war would be made more humane and just.
