MEDICAL PRACTITIONERS.

NEW SYSTEM OF REGISTRATION. [BY TELEGRAPH. —SPECIAL CORRESPONDENT.] Wellington, Thursday. A Bill entitled the Medical Practitioners Bill was introduced in the Lower House to-day. It provides for the establishment of a medical board of not less than seven nor more than ten members, of whom the Inspector-General of Hospitals shall be one. Three of the members are to be , appointed on the recommendation of the New Zealand Medical Association. It is provided that every person shall be entitled to be registered under the Act who satisfies the Board that he is—(a) A graduate in medicine and surgery of the University of New Zealand, or (b) registered or eligible for registration as a medical practitioner in the United Kingdom or holder of a diploma approved by the Board and granted by any university or institution other than the University of New Zealand or than a university or institution situated in the United Kingdom, (c) The holder, if approved by the Board, of any diploma involving five years' study, provided that the Board may refuse to approve any foreign diploma unless a graduate of the New Zealand University is entitled to practice without further examination in the country in which that diploma has been conferred. The Board has power to refuse to register any person not of good fame or character. The Supreme Court may order the removal of any name from the register if the medical practitioner is guilty of grave misconduct. There is a penalty for wrongly using the name or title of "Medical Practitioner." There is also a provision that an unregistered person cannot sue for fees. The Act is not to affect the lawful occupation, trade, or business of any pharmaceutical chemist, registered dentist, registered midwife, or registered nurse.
