EMPIRE FESTIVAL.

In consequence of the Commonwealth refusing to participate in the Festival of Empire, Lord Plymouth is approaching the Agents-General with a view to the various States utilising the offer of large free space, the utmost cost to them being £20,000, to cover lighting.
