UNPOPULARITY OF TARIFF.
BLOW TO HIGH PROTECTION.

(Received November 11, 10.30 p.m.) London, November 11. The New York correspondent of the Times forecasts the Democrat majority in the United States House of Representatives at .40. He attributes the debacle to the unpopularity of the Payne tariff, which has caused high prices and the breach in Republican ranks caused by the insurgents. • "■■
" Mr. Roosevelt," the Times adds, " may learn the lesson of moderation, and yet snatch a victory if he reorganises the Republicans on progressive lines before the Presidential election."
The Morning Post states that it cannot be said that the Democrats owe their victory to positive merits. They have no definite policy, and their success i& largely due to the unpopularity of the Republicans.
The Standard says it is an exaggeration to describe the result of the elections as a crushing blow to the Republicans, who, though they have lost control of the House of Representatives, remain entrenched in the Senate.
Liberal newspapers rejoice at the staggering blow to high protection.
