LABOUR GOVERNMENT.

MR. McGOWEN'S MINISTRY. SELECTED BY THE CAUCUS. Br Telegraph.—Press Association. —Copyright. (Received October 21, 11.5 p.m.) Sydney, October 21. The new Labour Ministry has been formed as follows: — Mr. McGowen, Premier and Treasurer. Mr. W. A. Hoi man, Attorney-General and Minister for Justice. Mr. Edden, Minister for Mines. Mr. Donald Macdonell, Chief Secretary and Minister for Agriculture. Mr. N. R. Nielsen, Minister for Lands. Mr. A. H. Griffith, Minister for Works. Mr. Bee by, Minister for Education and Labour. Mr. Flowers, Vice-President of the Exe- ■ cutive Council. Mr. Carmichael and Mr. Trefle are Hono- j rary Ministers and Assistants to the Treasurer and Minister for Agriculture respectively. With the exception of Mr. McGowen and Mr. Flowers, who were accepted without balloting, the caucus selected the Ministry by exhaustive ballot. The selection is considered a good one in Labour circles. Much interest was taken in the St. Leonards (North Sydney) election, this being the first time a second ballot has been tried in the State. Mr. A. C. Cocks (Liberal) easily held the leading position secured la6t Friday, beating Mr. G. M. Down (Labour) by a big majority. The mystery regarding the Bingara election has been cleared up. The returning officer made out two returns, and the one sent to Sydney reversed the order of the candidates' names, ■ making it appear that Mr. Moore had been elected, but this was incorrect, Mr. G. R. McDonald (Labour) securing a majority of 40. Including the St. Leonards second ballot, the strength of • the parties therefore remains as follows: — Labour 46 Liberals 44 It is considered unlikely that the remaining second ballots will alter the position. A big Labour rally, held in the Trades Hall, rejoiced at the Labour victory. All the speakers were confident that the party would have a larger maiority at next election.
