London, September 10. The Times publishes a leader appreciative of the Budget speech delivered by Mr. Fisher, the Federal Prime Minister.

The article welcomes the grant for the trans-continental railway, and considers the prospect of developing the Northern Territory good, since the South Australian Labour Government is unlikely to make difficulties, and will possibly be glad to make the transfer, though South Australia has in the past discharged its obligations in respect to the Northern Territory with credit. The Times considers that the Northern Territory scheme and the trans-con-tinental railway will require a loan, and urges the Labour' party to abandon their loan scruples, which are partly reasonable and partly provincial.

Commenting on the relations between the States and the Commonwealth the Times remarks that Governments too often think the people exist for them, not they for the people.
