• , London - , February 22. The Manchester - Guardian is inclined to wish : that the latter portions of Lord Kitchener's report on Australian',defence, relating to the training and maintenance of efficient staff officers' for j the citizen army, was likewise addressed to ,the Imperial Government.
The Guardian' continues: "We never go within measurable reach of the idoalr Set forth, which are Suitable for' any army in a democratic country. Lord Kitchener's ... report reminds us of the report- of the'" committee on military education in 1902, which stated, regarding junior officers, that keenness was, out of fashion and not ; correct . form, and the idea was to .do as little eu x . t possible." , *..

Rev. Beale, the retiring president of the Methodist Conference, denounced Lord Kitchener's military scheme and the spirit which engendered it as false patriotism. Though defence might be a necessity he did not think- experience or reason required .that young boys should be handed over to the military -caste/ : •
