ATTITUDE OF UNIONISTS. REASONABLE SCHEME URGED. (Received January 26, 10.15 p.m.) London, January 26. The Times, in referring to the controversy in regard to the House of Lords, says that Mr. Asquith is not in a position to carry a great constitutional change, by main force, but that the Unionists are ready to agree to a reasonable reform of the Lords if it is effected by the consent of the peers. • The Times goes on to say that it is not beyond the wit of man to devise legislation which will secure to the House of Commons the full power of dealing with matters of finance, but which will exclude the possibility of tacking other proposals on to Finance Bills. ' The Birmingham Post urges all advocates of the two-chamber system to unite upon an alternative scheme for the reconstruction of the House of Lords.
